Engaging to Promote the Global 2 Local Action for Gender-Equality

MERITOCRACY PRINCIPLES VERSUS THE GENDER-EQUALITY PRINCIPLES;

In most area of our daily work related-activities especially within the professional sector area such as social policymaker analysis, academic or biomedical researcher, psychology, archaeology, sociology, social worker, practitioners, counselor etc., whereby majority of these fieldwork will have an specific framework terminology or a typology terms definition to categorize or identified on a nation population difference and diverse psycho-social demographic background including each of the social societal diversity culture and value commonly assimilated within one ethnicity group-membership of an individual person that they are linked or associated as part of an active and diverse social societal key population community or citizen co-sharing and living among one another in one small environment space, generally are refer or known as part the diverse social societal community core-root identity residing in one specific city, nation or a territorial sovereignty country.

Adopting or indulge to incorporate the same fundamental technical framework contextualized method, is crucially important for the diverse sphere group of individual people even among any of the local community and healthcare services, civil society, NGO organisation, community-based movement, inter-ministerial multi-sectoral sector, and religious association movement, who are already working or will like to enter into or delivered their own sphere organisation inclusive community development intervention approach or services within the paradigm domain of our multi-level sectoral social welfare and healthcare intervention community services or program.

Incorporating to fully practice and promote for the rights-based or the evidence-based approach, which is one of the United Nation joint-effort task force human systems recommended technical sources legal framework principles, generate us the capability and credibility to fully recognize and identified upon the underlying cross-cutting overlapping social issues including the differences ethnicity group member predominate assimilated cultures values and belief lifestyles as well as on their level of acceptance especially among Singapore very own subculture group member that internalized with the different lifestyles values and belief cultures which is, of course, does not resonate well among the nation predominate group member of the hetero-normative social 'norms' community.

Singapore limited understanding of the urgency needs to rectify or reformed some of the national quasi-legislative judicial legal systems administrative policy such as State reiteration that regards the Convention temporary special measures in areas where women are underrepresented or disadvantaged are not required because it adheres to the principles of meritocracy and the equality of opportunities for women and men. This grievous limited understanding towards the Convention, including State inconsistency collective development support to harmonize and be in aligned with the substantive quality United Nation human rights framework mechanism principles gender-equality was reiterated clearly in State fifth periodic concluding observation report submitted by the CEDAW committee member during the 2017, 68th CEDAW session.

The disability for not able to fully incorporate with the CEDAW convention legal framework general principles is basically upon our own failure as part of an active citizen or the State people residing in the territory sovereignty country of Singapore, where we indirectly or directly have allow ourselves to be fully 'contented' and embedded with the patriarchy political attitude idealism cognitive notion, as well as to internalize strongly with the de-facto democratic governance systems that promulgate meritocracy principles underscores as the main key pillar components for State people to earn their recognition rights to gender-equality treatment.

Recognizing who will benefit from the full recognition of gender-equality principles;

Having the ability to fully inherent with the concept of gender is significantly very important, especially among the diverse group of people who work in the professional sector as policy-maker, social worker, advocate or practitioner, social welfare and healthcare services, community outreach services, civil society and NGO, community-based movement. As part of the group of people, who enters into the domain fieldwork of social welfare and healthcare multi-level sector, they are entrusted with the underlying responsibility and having the capability to developed and designed for the nation intervention community services or outreach program. Including the credibility to oversee and evaluate current and coexisting community intervention services or program, that cater within the difference level of gender-specific needs among the diverse group membership of our social societal community.

Gender-equality principles shall not be just a secondary role awarded to an individual State people, nor focus strongly to refer or advocate as only the 'women issue', subsequently, it's shall be significantly known or refer as the substantive quality measure designed to fulfill in creating for an enabling environment and shared benefit between men and women especially with an additional focused to reduction of the vulnerabilities level of violence. Gender-equality was specifically chosen and preferred by the UN human systems rather gender-equity as the typology terms to be legally recognize and accept in any legal framework of human rights mechanism. Gender-equity denotes the element of interpretation of social justice, usually based on tradition, custom, religion or culture, which is most often to the detriment to women.

An in-depth fundamental framework awareness on gender-equality typology terms define to explicitly means that the rights, responsibilities and opportunities of individuals will not depend on whether they are born male or female. Equality does not mean “ the same as” – promotion of gender equality does not mean that women and men will become the same. Equality between women and men has both a quantitative and a qualitative aspect. The quantitative aspect refers to the desire to achieve equitable representation of women – increasing balance and parity, while the quantitative aspect refers to achieving equitable influence on establishing development priorities and outcomes for women and men. Equality involves ensuring that the perceptions, interests, needs and priorities of women and men (which can be very different because of the differing roles and responsibilities of women and men) will be given equal weight in planning and decision-making.

Incorporate the Gender-Equality Principles and Treatment;

Even though, how much we maybe whining, as to be affected directly with the adversity challenges attributed from the social issues cross-cutting overlapping coherence factors, related directly from the intersectionality and disparity treatment within the social infrastructural multi-level of the internal and external human systems. Nevertheless, Singapore had managed to be rank fifth on the human development index and eleventh on the gender inequality index.

However, there are still other the major social infrastructural underlying focal attention areas that needed to specifically focused on advancing ahead in ensuring the coordination process development implementation and practices of the gender-equality principles, are developed in providing the full inclusive State government collective support to enhance in promoting to foster and developed for the national gender-specific desensitization key essential intervention community program and services that are targeted to outreach among all level group membership of Singapore diverse social societal community.
